The design, organization and implementation of evaluations is part of the project management process. In general evaluations are conducted to assess the achievement of the planned goals, results and impacts. In this regard, we conduct evaluations of the following:

  • Educational programs (eg programs and trainings conducted in companies; trainings conducted as an integral part of projects)
  • Project proposals that are to be submitted for EU funding
  • Efficiency of the implementation of projects financed from EU funds in comparison with the planned goals and results
  • Quality of project outputs and results
  • Mid-term evaluation

Some examples of evaluations we have performed so far:

  • Final evaluation of the School Sector Development Plan (SSDP) project, a 5-year plan (2016/2017 – 2020/2021) of the Government of Nepal aimed at increasing the participation of all children to quality school education by focusing on strategic interventions and new reform initiatives to improve equitable access, quality, efficiency, governance, management and resilience of the education system. Project was financed by European Union, Norwegian Agency for Development Cooperation and Asian Development Bank.

The final evaluation began in July 2021 and lasted until May 2022.

  • Mid-term evaluation of the project “Learning Together that supports Ukrainian School Reform with the assistance of Finland. The bilateral, nation-wide technical assistance project has started in July 2018 and lasts four years. The education system in Ukraine is undergoing a reform with a new Law on Education adopted in 2017. The Learning Together project supports the aims of reforming the education and schools with new ways of learning and teaching. In this regard, the project is aligned with the national strategies in education in Ukraine as well as national goals and cross-cutting issues set for the Finnish development policy and its objectives.

The purpose of the mid-term review is to support the steering of the project activities and the management based on findings, lessons learned and recommendations of the review. The review will provide evidence to support strategic decision-making with forward looking and improvement oriented recommendations. The review will thus support to make necessary adjustments for the remaining implementation period, especially considering the Covid-19 situation. The mid-term evaluation started in August 2020 and lasted three months.

  • Mid-term evaluation of the Torino Process, which is a participatory process leading to an evidence-based analysis of the vocational education and training (VET) policies in ETF (European Training Foundation) partner countries. Introduced in 2010 and carried out every two years, the Torino Process provides an analysis of the state of development of VET systems in the ETF’s partner countries, an overview of progress made and priorities for the future. ETF partner countries cover the following regions: Central Asia, Eastern Partnership, Russia, Western Balkans and Turkey, Southern and Eastern Mediterranean. The objective of the interim evaluation is the overall assessment of the extent to which the overall and specific objectives of the Torino Process are being achieved after the first two rounds, and identify opportunities for improvement. These opportunities for improvement will then contribute to the ETF shaping of the third round expected in 2014.  Mid-term evaluation started in December 2012 and lasted for 7 months.
